# Actor Group

A generalized categorization of threat actors used in TLCTC overlays (Attacker Profiles, Tech Enablers Overlay) to group actors by motivation and resourcing level — rather than by named identity. The six reference actor groups published at [tlctc.net/tlctc-Attacker-Profiling.html](https://www.tlctc.net/tlctc-Attacker-Profiling.html) are: **Nation-State**, **Cybercriminal (Ransomware)**, **Cybercriminal (General)**, **Hacktivist**, **Insider**, and **Amateur (Script-Kiddie)**. Each actor group carries a baseline **capability vector** across the 10 clusters on the maturity scale (0 = none, 1 = Low, 2 = Medium, 3 = High, 4 = Expert/Champion) — for example, Nation-State scores Expert on `#2`/`#3`/`#7`/`#9`/`#10`, whereas Amateur (Script-Kiddie) scores Low across the board. Actor groups are a communication and trend-watching device — they are never used for cluster classification (Axiom IV). An actor group describes *which clusters a class of actors tends to be capable in* and *which emerging tech enablers that class is likely to adopt*, not the cluster of any specific attack step. The typical sequence pattern characteristic of an actor group is captured separately as an [Actor Archetype](#actor-archetype).
